Top Secret Messenger (TSM) is a plugin that adds an 'Encrypt' button to all outgoing ICQ dialogs that can be used for manual encryption, as well as enables automatic-encryption - simply clicking on the Send button as you would normally do to send a message (or even by using an ICQ keyboard shortcut) automatically encrypts the outgoing message. The plugin also automatically decrypts all incoming and history messages.
